When requesting link exchanges with other bloggers, your letter should briefly state that you wish to exchange links. It is important to be polite in your letter. I have a basic form letter I use for each website that I ask for a link exchange from, but I also add something personal about each website I'm requesting a link from in my letter.
Form letter example for approaching blog link partners.
Dear, Potential Link Partner
My name is (insert name here.) I'm the blog owner of (insert blog name.) I recently visited your blog and found it to be a blog that my readership would enjoy. I therefore have gone ahead and placed a link to your blog on my blog located at (insert your blog link).
I would appreciate if you could place a link back to my blog. I have enclosed a suggested copy for the link:
Your Blog Name
Your Blog Description
Your Blog Link
Thank you for your time. If you have any questions, please feel free to contact me (insert email address.)
Sincerely, _______
Personally, I would try to find the name of the blogger before sending the email and replace potential link partner with their name. Make sure that you have actually visited their blog and you may wish to comment on their blog a few times before requesting a link exchange. _________________ Help Support Blogger Talk Blogging Community|

I have a link in my blogroll about exchanging links. It makes it easy since other bloggers will just automatically contact me if they are looking at my blogroll. _________________ oakland a's blog

Rose, I like your letter. I personally have found a more "kiss up" technique to work best. Admire the blogger you would like to exchange the links to (usually they should have high readership or PR) and tell them how similar your blog is and the benefit your blog brings to their blog blah blah...adding that you'll do a free review doesn't hurt either. In another words, free link back. I don't care how reputable your blog is, most webmasters are suckers when it comes to links for SEO.
