If you can have 2 subjects on one blog and then have one private and the other public or would you have to get two accounts for this?

The only place you can do that sort of thing is on Wordpress. Have some posts which are password protected where you give the password to select individuals if you want anyone to read it and the rest of the posts are available for the world to read. A friend of mine does that when she wants to speak privately about her son. Unfortunately Blogger doesn't allow any posts to be password protected so the answer would then be to have two separate blogs.
