I can't seem to search the general population of blogs on blogger.com by searching certain keywords. It seems the only options it gives me is "next blog" and "search", except that "search" only searches by keywords of the specific blog that you are viewing. Being a sports blogger I would like to be able to see other sports blogs at blogger.com. Any advice would be appreciated, thanks.

Rose is right, try other blog websites, as well.
Alot of them are arranged by category, so....should be easy to find a few sports blogs in those places. Unfortunately, at the moment, I can't recall which blog directory sites do that! But I can do some checking and post that info over the next few days or so...if you want more places to check out...

You could use an rss feed ( I use feeddemon) to search for specific topics, you could use blogsearch.google.com, or you could even set up your own search engine with Google custom search
